Borders Railway v Metro tramways

There are big differences between the Borders Railway and ours:

On the Borders Railway structures: “42 newly constructed and 95 in need of refurbishment”.

Nothing like this is required for the Black Country Main Line. All of these new structures were done for rural, depopulated southern Scotland. This was a huge amount of work but much less work is needed for OUR railway in our urban, densely populated Black Country.

For them, the line was not fully safeguarded, I have been told. Buildings had to be demolished. Ours is safeguarded and no buildings need to be demolished.

£133 m/K for the Eastside Metro extension in 2021; £7 m/K for Borders Railway in 2015. Scotland's train tracks will last but our tram tracks get replaced after 5 years. A scandal, a scam, a disgrace. Yet, no-one bats an eyelid!

Every £1 spent = more greenhouse gases = escalating climate catastrophe = ecocide. And that is not funny.

Scathing, outspoken criticism at Dudley's Future Council Scrutiny Committee on 15 July 2021

Tim Weller, in the public forum, read out this excoriating criticism of councillors, officers and of the Metro Mayor yesterday evening:

STATEMENT for Future Council Scrutiny Committee, Dudley MBC on 15.7.21

Your predecessors, sixty years ago completely destroyed the tram network.  Only 20 years later, by 1981, they were planning to rebuild it but, on the railway network that you were also closing and thinking it would never again be needed.  So about 100 Kms of railway lines were also completely destroyed and used for everything but the kitchen sink.  Because you thought that hotels, homes, cars and offices were meant to run down railway lines.

Metro started in 1981.  Not then or, in any single year since, has there been any debate and vote as to whether converting the bus and part of the urban railway network into a tram network was a sensible thing to do.

Two or three years ago, Midland Connect and the Black Country Chamber of Commerce got into the papers about their campaign to have the 87 Kms and 8 lane Western Orbital Motorway built through Worcestershire and Staffordshire.  But no discussion, debate and vote in even their own organisations!  No consultations even with councillors, let alone the general public.  Still to this day.

Metro and Motorway get foisted on us with no consultation, let alone debate and vote in any of the seven constituent councils of the WMCA.

Scotland does things democratically, fairly and correctly.  Edinburgh City Council had meetings to discuss whether or not to go ahead with their tram.  Then, a debate and vote.  On both occasions, Edinburgh Conservative Group was strongly opposed on grounds of cost.  The Green Party and the LibDems joined the SNP to get the tram construction through instead of arguing for Fare-Free Public Transport that is always much better value for money to entice motorists out of their cars.

They knew that in 2015 when they reopened the 50 Kms Borders Railway from Edinburgh to Tweedbank, it cost £7 m/Km to rebuild.

The Conservative Group leader, at the time, wrote to me:

"The first section was completed at a cost (as you indicate) of £55.43m/km (that opened in 2016).  The proposed cost of the extension is £87.01m per km before overruns and before the ‘lessons learned’ enquiry by Lord Hardie has reported."  Cameron Rose  Conservative Councillor,  Southside & Newington ward 4 March 2019


You Conservatives are in control in Dudley, in Walsall, in Solihull and you have a Conservative CA Mayor, Andy Street who is even more irresponsibly extravagant and financially foolish and wealth flaunting, with his vanity project to impress and attract foreign tourists. This, by spending £15 BILLION to 2040, at £750 m every year to get 150 miles of underground and overground "bus on rails" trams on railway tracks on roads to replace and duplicate electric buses directly on roads without the railway lines. This, imposed on you with no consultation even, let alone a single debate and vote in any of the seven council chambers!


This is the biggest financial and transport scandal in the history of the UK. And you all sit there and let it wash over you!


What is worse, you have been lied to with the immortal words, "Light rail investment provides the basis for restoring heavy rail services at the appropriate time" on the UK's very last principal, mainline railway from Derby to Devon via Dudley. And that appropriate time never comes, of course.

And, you have been lied to by the Interim Chief Exec of the WMCA, Laura Shoaf who said on 'Midlands Today', to reporter Peter Plisner, that "passive provision" would be built in to the Dudley tram line to allow for the return of passenger and freight trains. Even a child knows that trams, trains and goods trains all on one set of double tracks is an utter impossibility. Laura Shoaf is so desperate for trams, she is prepared to lie as Tom Magrath did 21 years ago.

A shocking waste of resources to replace buses and trains

THIS IS THE SCALE OF THE SCANDAL and, another nail in our (homo sapiens) coffin:

£7 m/Km for the rebuilt, 50 Km Borders Railway in Sept 2015 - public money

£21 m/Km for the 43 Kms M6 Toll in Dec 2003 - all private money

£75 m/Km for the Broad St Metro extension in 2021: now worse for bussing in

£133 m/Km for the Brum Eastside Metro extension in 2023- public money

over £200 m/Km for HS2 - all public money

HALF A BILLION (for trams) TO BREAK UP the UK's last mainline railway, half-finished, virtually ready built but only half used, 120 Kms Worcester, Black Country, Derby railway.

A further 50 Kms in the W Mids, alone, are still waiting for their passenger trains to be returned.

Thanks for writing, Owen.  Good points.  I do have a life to live and I have been suggesting that the railway industry should finish electrification throughout all my long life.  However, I'm such a successful failure that, instead, they have completely misunderstood and, run homes, shops, offices and roads down them!

Twitter to UK Tram Ltd

Light rail or "bus on rails" trams (UK Tram) are the second most expensive transport mode after £200 m/Km HS2. Ten times more expensive to construct than rebuilding Borders Railway in 2015. Brum's Eastside ext is £133 m/Km. This is a national scandal and waste, to replace buses.

Are new standards for light rail engineering applicable to the heavy rail sector and even to HS2 and Eurostar, in order to save greenhouse gases and finite fossil fuels without compromising on safety?

The World Cup of Highest Grossing Transport expenditure ever. Even more expensive to construct than most Maglev projects in China, Japan and S Korea. Second only in greedy self-aggrandisement after HS2. I have the shameful evidence for you! "The climate emergency is all nonsense"

To Croydon Trams

Why is it that only electric "bus on rails" trams can "take thousands of cars off our roads every day" but never electric buses linked into reinstated trains and stations?
"Bus on rails" trams was the description that Andrew Broddick of UK Trams Ltd gave on the 'Today' programme to help explain 62 injuries and 7 deaths on Croydon Tramlink in November 2016.
Why can only trams "relieve overcrowded existing routes" and not by making use of existing but wasted railway lines, with commuter trains, that would have avoided the tragedy in 2016?
Why only trams to "serve corridors where there is a high or rising demand" but never electric buses, linked into trains returned to existing railway lines, that would reduce the need for multiple changes?
Why is it always trams to "stimulate development in areas that suffer deprivation" like the four Black Country boroughs when its neighbour, Birmingham Grand Central station, remains "one of the worst railway congestion bottlenecks in the UK" - Peter Plisner,  BBC 'Midlands Today'.
Why is it always trams chosen to "duplicate existing public transport links"?
When "Funds will be tight in a post-Covid, post-Brexit environment", why only tram schemes when they are the second most expensive mode to construct after HS2 and have a higher accident rate than either bus or train?

When tram extensions are often ten times more expensive per Km to construct than putting diesel/electric trains back on even rebuilt railway lines (cf Borders Railway), why are they always chosen to duplicate, replace and make for even more multiple changes between bus, train and tram?
Why are "bus on rails" trams chosen over commuter, regional and intercity trains on two short sections of a half-finished, 120 Kms principal, mainline railway "of national strategic significance"?


There are proposals and, active plans now being implemented, for three different kinds of trams over four short sections of this nationally important, partly finished railway!!  Pre Metro shuttle tram, Very Light Rail tram and Light Rail tram.
Why complicate public transport travel in this way?

Why cannibalise unused railway lines for tram lines?  And, leave many miles of unused railway lines wasted for more decades or forever!
Has no one thought of trains for train lines that have not yet been used for the bizarre, eccentric activity of running homes, offices, shops and roads down them?

Complete amateurs have rebuilt entire railway lines.  Why can't the professionals put TRAINS BACK on existing, entire, already built railway lines?

At £75 m/Km, too! Is that right? Is that 10 times the cost per Km of REBUILDING the 50 Kms Borders Railway for £353 million in 2015? And, every bus is now badly inconvenienced with a longer and slower journey into the city centre. This is not very good, is it? Are you pleased with what you have done?

Refers to the mighty Metro "bus on rails" tram extension to amaze, shock and awe in Centenary Square (rebuilt 1991, 2013, 2019 for £16 m!) and Broad Street/Hagley Road, Brum.

TOO ASTONISHING TO BELIEVE!

Hi Jules and Bob - and copied to our Black Country Director of Transport, Stuart Everton for him to correct or amend.  And to Black Country LEP VIPs.

Thanks for the feedback! All very helpful.  And, I am so impressed by your ability to engage, to actually read my stuff and reply, too.  THANK YOU!  Very, very few people are at all bothered.

I have no reason to exaggerate, Jules.  This is the scandal.  It is completely but astonishingly true!  I'm in my third decade of observing the transport scene in the W Mids and taking on board what I have read and seen with my own eyes.

I only write and speak what I believe to be the correct facts and figures and I always want the individuals and organisations to please correct me, so that next time I do not misrepresent their views.  I try not to be derogatory.  Just stating the true facts of the case after working on all this since the mid 90s.  I have always been polite and, I hope, good humoured.  But, as a retired old codger who no longer works for Brum City Council, I feel I can be more outspoken and courageous.  I am aging fast, so I have nothing to lose and I'm running out of time!

I do have a track record of winning some and losing others.  I was leading the campaign against two enormous road schemes in the 1980s and 90s and won!  I was using the argument, then, of putting the trains back on the tracks FIRST.  This is now happening with 20 Kms out of the wasted 106 Kms that are now getting their trains and stations back - instead of trams in the case of Camp Hill.  I lost the campaign to stop the spoiling of the second Brum to Wolverhampton main line railway by turning it into a tram line.  It has led to Snow Hill platform 4 without trains; the Wolverhampton station turned into a conference and events centre; 3 or 4 Kms of track lost in Wolverhampton; and, ever since, an inferior railway service to Shrewsbury and North Wales.  That was Metro One that opened in 1999, after work started in 1981.  Metro One on the railway is now to be extended onto the next railway line - the half used 120 Kms.  It means the impossibility of ever being able to finish the full 120 Kms with regional and commuter trains.  Never again, Burton to Bristol via Brierley Hill; or, Derby to Devon via Dudley by fast intercity trains.

All I am asking for is that we use our urban railway lines for freight and passenger trains instead of trams that take platforms out of use, stations closed for ever and railway lines built on.  And, at a fraction of the price too!  Secondly, we must put commuter and regional trains (and Railfuture's nine desperately needed stations) back on ALL 106 Kms of double track railway lines in the Black Country, Brum and south Staffordshire (to Derby).  Still 86 Kms out of the 106 Kms to go!  Thirdly, Metro trams and Sprint buses are vanity projects, status symbols, immorally expensive; done mainly to keep up with the Jones's of this world and to impress the world in time for the 2022 Commonwealth Games.  We need TRAINS back on the tracks, first before anymore greenhouse gases pumped out by unnecessary and enormous expenditure on trams and Sprint diesel buses.  Stop yet more waste of 49.3 Kms of main line railway alongside slow vehicles on jam packed M5, M6 and main roads.  And, in the process, slowing planet earth turning in to planet venus (see Wikipedia).

Trams and Sprint diesel buses can never be the silver bullet to solve all our congestion and pollution problems.  My golden bullet is:-  "for a more sensible, cost effective and easier ways to reduce congestion and pollution go for fareless, electric buses for ALL; not for the few, like me!  This, to free up road space for essential users.  Paid for by abandoning Metro, diesel Sprint and CAZ."

Does this, now, seem fair enough and reasonable to you, Jules?

I am fully supporting the excellent, 2003 Railfuture document and superb map, here:
 Incredibly, W Mids RailFuture has withdrawn the document and no longer wish me to publicise it.  I still do.  Virtually everything in this sensible document, it seems, still needs to be urgently implemented.  In recent years, this top, UK railway lobbying group actually wants the 6.7 Kms of "bus on rails" trams on the UK's last, easily reinstated, almost everything is there, 120 Kms mainline railway "of national strategic significance"!  On their map, it is the one I have written, "Passenger line still wasted".  Railfuture does not want trains, it seems.  They are not going to tolerate their big name speakers upset by campaigning/lobbying and, therefore, put off from attending future conferences to be their VIP speakers.  They also adore light rail (and very light rail) "bus on rails" trams and tram trains (still trams but able to run on heavy rail lines).  Cost effectiveness is immaterial.  See:
Over the decades I have lived here, umpteen glossy brochures have been produced by urban planners in the West Midlands.  Only 6 Kms of railway line has been opened in the urban area, ie Smethwick Galton Bridge to Moor Street.  Yet, congestion and air pollution has worsened and railway lines lost - actually destroyed, obliterated.  The only feasible site for Dudley Castle Hill railway station is the latest that is being lost forever.  Yet, I am told they do want the trains and stations back, exactly where the trams are to go; and, the £30 m innovation centre exactly on the Dudley station site!  I am being lied to.  Or, they don't know what they are doing.
For years, I have been told that it is too late to stop the Wednesbury to Brierley Hill tram extension (WBHE) going on the Black Country Railway "of national strategic significance".  
Preparatory work has started, even though the Black Country Director of Transport, Stuart Everton, told me on Monday that he does not, yet, have all the money.  He has always maintained that if he/his bosses change their mind to put back regional and commuter trains and stations, instead of trams and tram stops, he will lose the money he has got.  I don't think this is true.  HMG has given WMCA £250 million in a second devolution deal, last year.  With regional devolution, TfWM/WMCA can change their mind over how the money is spent.  The problem is that they will lose face.  One of my text messages to many of them ended with,

'Lose face for a day or have egg on your face forever.'

Unlike your good selves, not one person responded.  They all keep their heads well below the barricades and dare not speak out against the stupid, conventional transport wisdom of trams and yet more trams, as bus use slowly declines and congestion worsens on road and railways.  Their WBHE "bus on rails" tram means many more years of the 6 Kms wasted, unused for commuter trains, between Stourbridge and Brierley Hill.  Yet, in 2017, passenger trains were to be introduced, once more between Stourbridge and Brierley Hill for people to change onto the tram after 6 Kms on the train.  If, then, the trains were to go some of the way, why not all of the way to Wednesbury, Walsall and Derby?  But that train, change to tram idea, instead of trains all the way, into Brum has been squashed.  More packed trains and crowded roads for more decades.  The tram means more decades of nothing being done to finish the section from Wednesbury to Burton on Trent.  So, more years of nothing being done to relieve congestion and reduce greenhouse gas emissions that our railway "of national strategic significance" could help with.  It runs alongside or near to slow moving traffic on M5 and M6.  Yet, these VIPs all want the 89 Kms, 8 to 10 lane, Western Orbital Motorway asap!

Stuart Everton told me that I am the only one who wants trains on my wasted 56 Kms of the 120 Kms Black Country Railway.  I told him that 183 people voted for me in June last year after reading my manifesto flyer for trains not trams on our local line.  Many people support me but, not one organisation or group will come out, bravely, to say that I may have a point.  Flash, smart, glitzy, glamorous "bus on rails" trams are so irresistible.  I love them, too.  But they take the money away from much more urgent priorities - like getting the trains back on existing unused railways before they get built on.

Stuart says that what I want is £400 million.  This is untrue when out of the unused 56 Kms for passenger trains, 26 Kms has freight.  Therefore, only 30 Kms needs the rusting tracks replaced and modern signalling and stations built.  He cannot have read my 
30 Kms x £6 m per Km (as for the rebuilt Borders Railway in 2015) = £180 million.  Therefore, £200 m at today's price to finish the mainline that is needed to take the pressure off 'Grand Central Shopping Centre and Diesel Perfumed Station Tagged Along As An Afterthought in the  Basement of the John Lewis Store'.  WOW!  What a mouthful of a name they have turned it into.

Sorry this is so long.  I will send the paragraphs that quote Stuart to him for him to read, check and correct.  It would be as nice to hear from him as it is always so nice to hear from you both!

Lacking far too much!

Thank you so much for organising the meeting yesterday (6 November 2017).


Here are three serious accusations of first incompetence; secondly, a failure to behave with integrity; and, thirdly, a deliberate misleading of the public that regional and national trains will be able to return when 6.7 Kms on the 120 Kms has been blocked by six, slow, "bus on rails" trams every hour, as Stuart told us.


I don't think we can leave our transport officers from Network Rail and TfWM to get on with the job.  Stuart told us, yesterday that he has had many meetings with his colleagues in Network Rail.  Yet, even with the rapid growth in the popularity of train travel since the mid 90s, we have had urban railway lines being built on, being left unused and being given over to two - only local - phenomenally expensive, tram services replacing buses and trains.  Professional officers will cover up for one another and support each other.  You can never query a management decision, let alone challenge your manager.  As a result, you and I have to step in and challenge them and watch them like hawks.  We, occasionally, have to be whistleblowers.


There is the stupid blunder of failing to build the tram line to Birmingham International Airport in the 80s and 90s.  Instead, sending it up a double track railway line to Wolverhampton; then, not even connecting it to either the bus or railway station but demolishing the latter!  All of that idiocy is about to be repeated.  This time on the UK's only HALF USED, main line, strategic railway through the heart of the industrial W Midlands between Worcester and Derby.


  1. THE LACK OF COMPETENCE
  2. We both heard Stuart repeat what Managing Director, Laura Shoaf first told me in January 2015.  That Network Rail has no interest in the wasted 56 Kms out of the 120 Kms "until the 2040s, at the earliest and then only for freight."
  3. The authorities have built all the engineering structures needed for the railway line to cross every motorway, dual carriageway, other road and canal.  The Borders Railway was virtually starting from scratch.  Yet, still only £6m/Km for a 49 Km single and double track rural railway in the back of beyond with NO congestion.
  4. The popularity of train travel has more than doubled since privatisation and is expected to continue to rise.  Over the years, about 40 Kms of railway line in the Black Country and Birmingham were used for roads, homes and trading estates.  20 Kms of railway line were used for Metro One and, that led to one Wolverhampton railway station being demolished and 3 Kms of railway line built on.  No wonder we lack capacity on our railway network!
  5. Consequently, nationally too, we are so lacking in capacity (and sense) that we have to spend £55.7 billion just to increase capacity.  And, that is only as far as Brum with its two spurs and two spanking new railway stations!
  6. That the Black Country Railway should have to be unused, wasted for yet more decades is a scandal - until the 2040s for freight only and goodness knows when for passengers.  Such a scandal, Stewart that I think it is now your responsibility to use what I have told you and to report it to Andy Street and, in particular, to Chris Grayling and Peter Wilkinson.  Unless you do pass this information on to Chris Grayling, you are also responsible for a cover up of major proportions.  You will be responsible for failing to report, at a time of desperately needed more capacity on our railways, that there are 56 Kms without passenger trains.
  7. I forgot to mention that out of the 56 Kms, 26 Kms are already used for freight.  That leaves only 30 Kms of brand new track and signalling that are needed for the passenger trains to be reinstated.  It seems that nine stations are needed over the wasted 56 Kms.
  8. From the Borders Railway rebuilding, that is not needed for ours, at £294 m for 49 Kms (£6 m/Km), this makes 30 Kms x £6m = £180 million for the Black Country Railway.
  9. If you were to see Chris Grayling in person, I have no doubt that he would understand the cock up that your professional transport experts are solely responsible for - and in no way your good self, Stewart.  However, if you fail to pass on to Grayling and Wilkinson these facts and figures that I have regurgitated from 'Railnews', you will be as guilty as these professional transport experts who have so let you down.  You, should have been able to trust them, all of them at Network Fail in Baskerville House, in Wolverhampton and at 16 Summer Lane.  You should be as livid as me at the shockingly poor performance of a railway industry that has destroyed its very own infrastructure and wasted, even for decades still to come, the UK's only, mothballed, double track, principal main line railway running SW to NE through the industrial heartland of the West Midlands.
  10. If you were to see Chris Grayling and, perhaps, Philip Hammond, he/they would want to re-allocate the £207 million from the terrible tram idea for 11 Km to, instead to the finishing of the full 120 Kms railway.  What superb value for money that is.  What a superb cost benefit ratio.  Both men would be delighted at the good news, Stewart!  They would thank their lucky stars that they had met you!
  11. Chris Grayling wants the full Oxford to Cambridge railway rebuilt and reopened, as I said.  Our Black Country Railway is far more important and vital to the mighty Midlands Engine for Growth.  Worcester to Derby via the Black Country is virtually all there except for the trains and nine stations to serve the new settlements that have sprung up.
  12. It is incompetence to put the innovation centre on the only feasible site of Dudley Castle Hill main line station.  The Victorians knew what they were doing; the Elizabethans do not.  Especially, stupid when there is a superior, larger site at Moor Street, Brierley Hill with 3 Kms, not 2 Kms, of double track for the test track.

For many months, from 2014 through to 2015, Nick Mallinson was perfectly happy with what Dudley Council had (wrongly, as it eventually transpired) given him, viz 2 Kms NE away from the railway tunnel at Dudley Castle Hill.  Therefore, why is there this misinformation, actually a lie, that he must now have a railway tunnel for 800 metres, as part of the test track?
  15. Nick Mallinson has never corrected me - by phone, text, or e-mail - over the tunnel business.  Therefore, I can only assume I must be correct in my charge that someone is lying.
  16. The person who has put about this lie has behaved unprofessionally and is guilty of quite disgraceful behaviour to block the return of Dudley Castle Hill main line station and, our railway line that could reduce road and railway congestion.
  17. THE LACK OF BRAINS over TfWM putting it about that heavy rail trains over 120 Kms will still be able to return once the trams have blocked it.
  18. "Light rail investment provides the basis for restoring heavy rail services at the appropriate time."  So wrote Tom Magrath, Passenger Services Director, Centro, in a letter to me dated 18 September 2000.
  19. This must be the ultimate self delusion, the ultimate waste of public funds, the ultimate absurdity.  In reality, another lie.  Complete stupidity.  For seventeen years, at least, our top professional transport bosses have consistently thought that a passenger regional train service can co-exist with six, slow trams an hour on one set of double tracks that cannot possibly be widened in a densely populated, heavily congested urban conurbation.
  20. In fact, "restoring heavy rail services" is now turning out to be the tram train that is still a tram and is not appropriate for a 120 Km principal, main line railway between the South and North of the country, through the heart of England, the Black Country.
  21. It is suitable for 20 Kms between Sheffield Cathedral and Rotherham Parkgate - but the costs of developing it have increased five fold and, it is way behind schedule.  All it needed was to import the thing from Germany and to follow what they had done!!  More ineptitude.
  22. CONCLUSION
  23. For decades, many millions of pounds of public funds, our taxes, have been squandered on an invisible network of 15 tram lines covering 200 Kms - to be delivered by 2000.  While they were failing to get the trams, these same transport experts were putting one tram line on a perfectly good railway line of 20 Kms because, so I have heard, one MP didn't want the tram through his constituency on its way to Birmingham International Airport!
  24. Many millions of pounds of our money wasted for many years on bridges and tunnels for the 120 Kms railway to cross two motorways and three dual carriageways.  But still no train service!
  25. Many millions wasted in congestion in failing to return passenger trains to the 106 Kms of mothballed or freight only lines in the Black Country and Brum.
  26. Your transport experts, that you should be able to rely on, have led you up the garden path, Stewart.  The tram project has been a diversion from putting the trains and stations back on wasted lines.  Some are now used for freight but many have been built on and lost for ever.  Now, instead of electrification of our railways being completed, that project has been stopped and we are only allowed electric trams at £75,000 per metre in the case of the tram extension to Edgbaston and over £30,000 per metre for the Wednesbury to Brierley Hill extension.  And this in a time of austerity!  Please expose these corrupt practices, Stewart.
  27. Electric buses would be a tiny fraction of that price. After all, UK Tram Ltd with its HQ so conveniently at the HQ of TfWM (more conflict of interests/corruption), do themselves admit that the Metro tram is simply a "bus on rails" (interview on the 'Today' programme after the Croydon tram crash that killed seven in November 2016).

Is this some kind of joke?
Transport for West Midlands (TfWM) has been named best in the UK for the second year running after landing the main award at the transport industry’s equivalent to the Oscars.
TfWM, which is part of the West Midlands Combined Authority (WMCA), took City Region Transport Authority of the Year at last night’s (Thursday October 12, 2017) National Transport Awards in London.
The award was in recognition of a number of key projects that TfWM had delivered over the last 12 months including;
  • Birmingham city centre Midland Metro tram extension, which has seen passenger numbers increase by more than two million
  • Collaborative work with Government to put more control of local train services in local hands through West Midlands Rail
  • The innovative Bus Alliance working with private bus companies and local councils to secure a £150 million investment in new, low polluting buses, new bus lanes and other passenger improvements
  • A series of major operations by the region’s Safer Travel Partnership which saw recorded crime on the transport network fall by more than two per cent over the year contributing to a drop in offences from 7.500 a decade ago to just 2,700
Beating tough opposition from other regions attending the ceremony at London’s Westminster Park Plaza Hotel, the award also recognised TfWM’s work in the continuing roll out of the Swift smartcard through a range of new products for local trains, buses and trams. Swift is now the most advanced smartcard in the UK outside London.
