Burnham says he is going to devolve more of natiional taxation back to the regions, this would be an opportunity to kick start a FFPT scheme, or at the very least set up a feasibility study to look into successful schemes in Dunkirk, Malta, Luxemburg, Tallinn etc and how to start one here.
