Deception, dishonesty to get their Metro trams

Birmingham's Transport HQ used deception to get their Metro trams on the UK's last, principal, mothballed, mainline railway from Derby to Devon via Dudley.
  1. Deception in insisting, for over 20 years, that "Light rail investment (trams) provides the basis for restoring heavy rail services (trains) at the appropriate time."  Tom Magrath, Passenger Services Director, Centro, 18 September 2000.
  2. Deception in 'Midlands Today' interview that "passive provision" would be built in to the tram works on the mainline railway.  Only some bridges are being strengthened for track sharing or double running.
  3. Improper influence with the national tram promotion group, UK Tram Ltd, sharing the same building as Transport for W Midlands and the Combined Authority - 16 Summer Lane.
  4. Most misleading to suggest that trams will become tram trains that will make them suitable for the run from Derby to Devon via Dudley.

Transport from the WMCA Devolution Agreement

47  a " to facilitate the movement of goods and people, ... This will include consideration of options for reducing congestion, such as a joined-up approach to dynamic demand management and implementing an integrated intelligent transport system (my emphasis) which will help improve journey time reliability and allow people and businesses to make informed decisions about their travel choices.

b  "The West Midlands Combined Authority will have the opportunity to bring forward alternative proposals for the management of current and new rail stations in the Combined Authority area.  If such proposals would lead to the transfer of any rail stations to the West Midlands Combined Authority, the Combined Authority, with West Midlands Rail, will be obliged to bring forward a business case for consideration by government."  page 17

We have voting for a figurehead Mayor ...

We have voting for a "figurehead" (Jonathan Walker) Mayor with no official powers when Chairing Combined Authority Board meetings.  Andy is an excellent spokesperson and public relations man but, he told us in May 2017, with "no formal powers" (BBC 'Today' interview).

Scandalously, there is never allowed a single debate and voting to spend £15 BILLION (of greenhouse gases) to 2040 to convert our mass rapid transit system of buses and trains to one of trams, buses and trains to cause further changes and delays in using public transport.

Yet, in Scotland, they do uphold democracy with debates and votes before going ahead with their tram extension in Edinburgh.

And, this, at a time of climate emergency when we are meant to be drastically cutting greenhouse gases - urgently!

A pertinent question re absent of democratic mandate

In March 2019, Edinburgh City Council had a debate and vote before going ahead with their tram extension costing £207 m for 4.7 Kms.  In the West Midlands, the seven district councils and the Combined Authority are spending over £1.5 BILLION for their five tram extensions without any debate and vote in any of the seven council chambers.  Should they have done?  Should they still?

REASONS FOR STANDING IN 2021

to instil some urgency into how changes in transport, jobs and housing policy can reduce the impact of human climate breakdown; and postpone Attenborough's "collapse of civilisations" and "extinction of much of the natural world" and "time is running out" warnings.


For a more sensible, cost-effective and easier ways to reduce congestion and pollution.  Fareless, electric buses for ALL; not for the few, like me!​  To free up road space for essential users.  Paid for by abandoning Metro, diesel Sprint and CAZ.

to bring this scandal or anomaly, incompetence or oversight to the attention of the public by standing as a candidate in the hope that I can bring maximum embarrassment to the Combined Authority at the hustings.  I will be asking the public, at those meetings, if they do agree with what I am asking should be done or, are on your side.  I can't be fairer than that.

CRUCIAL QUESTION: "There is a half-completed principal mainline railway of 120 Kms between Worcester and Derby, via the Black Country.  The middle half is missing all trains but is fully built and available.  Should that middle half be given over to 6 Kms of trams with 2 Kms of a test track and extended cycle-walkway?  Or, should the mainline have its commuter, regional and intercity trains back on the full length?"

There is still time to stop Brum palming us fine Black Country people off with a piddling little shuttle tram line. This, on our own mainline railway to our neighbours' in Sandwell. Ours gets completely ruined in the process. How scandalous and stupid is that?

STATION Hotel, that smart top hotel opposite the site of the railway station, has to put up with a tram stop of all things. Giving it the trains back will help it flourish between traditional old Dudley town and new, low town at Castle Gate.

Please protest, act and insist that we get the proper thing back - TRAINS, once more on all 120 Kms between Worcester and Derby, through Dudley.

Beware of audacious, dishonest scam  
  1. Digging up roads and wrecking any prospect of completing our 120 Kms mainline railway is done to replace diesel buses/trains with electric trams.
  2. It is turning a mole hill into a mountain.
  3. No mole hill exists because the tram brainwave is a solution looking for a problem.  And this has gone on since 1981 but, in this decade it has taken off - big time.
  4. Road digging, moving pipes and cables and overhead power lines all makes tram extensions the world's second most expensive form of transport after HS2.  SOURCE:
  5. Even more expensive than nearly every Maglev train project in Japan, South Korea and China!
  6. All you need are electric, fareless buses on 100% bus lanes, with traffic light priority to speed buses and inconvenience car commuters but help those who must use vehicles. 
  7. Democracy is denied to drive through, autocratically, that road digging, railway wrecking project.
  8. It appears that not one political party, even the Green Party, has ever discussed and then voted on the wisdom of spending over £1.5 BILLION for the 32 Kms and five schemes in the Black Country and Brum.
  9. Every political party wants trams.  Everyone includes them in their manifestos.  But with no democratic legitimacy.
  10. Not one council in membership of the Combined Authority has ever voted to approve this massive expenditure.
  11. The HQ of the Combined Authority shares the building with the HQ of the national tram promotion group.  Vested interests.  Improper influence.  Complicity, collusion, corruption.  That explains it all in upstanding, Boris's Brexit Britain!
  12. Maintaining the first very expensive tram on a railway line meant every tram was replaced after only 17 years and the track after 18 years.  And, four business in Bilston went bust over the many months of work!

Great Brexit Britain steals a march on Germany!

How is it that patriotic, flag waving, Great Brexit Britain is buying foreign built "bus on rails" trams, at ten times the price of a double decker bus, to wreck any possibility of our British built hydrogen electric trains completing the full 120 Kms Black Country Railway?

Slow, frequent stopping trams preventing forever the train that, last year, we sold to Germany - 14 British hydrogen electric trains are now in use in Lower Saxony.

Turning a 120 Kms mainline railway "of national strategic significance" (Network Rail/DfT) into a piddling little tram line of 6.7 Kms is the ultimate stupidity that Black Country councillors, MPs and transport 'experts' have wanted for the last 37 years.  In 1999, the tram on another commuter railway destroyed one Wolverhampton mainline station, 2 Kms of railway line and, platform 4 at Snow Hill station remains unused since the tram bypassed Snow Hill station two years ago. The sole reason for the £60m/Km extension was to link Snow Hill to Grand Central that it does not do!  Such is their incompetence and folly and, dishonesty in getting the money under false pretences.

Central government, on the 8 March, finally recognised the importance of the 120 Kms strategic, nationally important railway between Worcester, the Black Country and Derby.  Because of devolution, it seems they are powerless to stop the idiocy of the W Mids Combined Authority and the incompetence of Mayor Andy Street and his transport lead, Cllr Roger Lawrence.  Incompetence, idiocy and irresponsibility in spending an official £343 million to turn the unused 56 Kms Black Country section, out of 120 Kms, into a 2 Kms test track in the middle of 6.7 Kms of tram line, a cycle-walkway, a trail of trees and Himalayan Balsam and, 6 Kms of freight only railway line.  They have approved a £30 million Very Light Rail innovation centre to go on the only feasible site for Dudley’s mainline station that was so successful for 100 years and would be again if they used this existing railway, “of national strategic significance”, for regional and commuter trains.

Both well-meaning but hopeless politicians should resign - now.

Condemning and understanding

CONDEMN A LOT MORE AND UNDERSTAND A LOT LESS


We had decades of child sex abuse and immorality by Jimmy Savile.  No-one persisted with their complaints to ever ensure that the man was stopped.  I think, the pendulum then swung in the opposite direction and, in recent years, we have seen celebrities, establishment figures even in their 90s and the dead, too accused of sex abuse from decades ago.  Even the demented, the dying and the dead are all eligible for investigation into their sex crimes in their youth and, then prosecution of some kind.


How can you get to the truth of the accusations when not just years but decades has elapsed since the alleged incidents?  Do you not get a mixture of mischief makers, misremembering, exaggeration, fantasists and, of course, genuine complaints.  But is it not one person’s word against another person’s?  How do you get justice done for the complainant/victim/survivor and the accused when you have to decide who to believe from not an ounce of evidence to weigh in the scales of justice?


It had to be a difficult judgement over the balance of probability when it came to long dead Bishop George Bell.  The Church of England believed the complainant/victim/survivor and paid her £15,000.  Peter Hitchens was not exactly thrilled!  I suppose the Anglicans felt that they had to give the benefit of the doubt to the complainant, in the present atmosphere.  An atmosphere of being seen to be strong in finding people guilty and punishing hard.  If you give the benefit of the doubt to the accused, you are seen as being a namby pandy, wishy washy, a weak, pathetic liberal.  Only might and strength are respected between peoples and, on the world stage between nations.


It seems to me, as though decision makers and the Police are over-compensating for their careless and unbelieving attitude for decades by going overboard now - since the Savile abuses came to light.  From under-reaction to over-reaction.  We never seem to be able to get things right and to act proportionately and sensibly.  But, then, how can you possibly tell who is telling the truth when decades have passed and there is no evidence?  Is justice pot luck?


Does time temper justice if justice tempered with mercy no longer does?


Should there be a statute of limitation, as some countries have?


Is there ever a danger of a witch hunt?  Have the Savile abuses and inaction awoken memories and anger in those who have been sexually abused by him and many others?  Understandably, they now want something done to assuage their feelings and to give them closure.


Sex abuse victims are now given full attention.  Men are under suspicion more than ever before of predatory behaviour or luring girls and women.  Yet, from what I see, the foreign victims of UK wars of (often) aggression in our 102 consecutive years of war in foreign lands, get little attention.  We do all we can to keep these refugees out, in fact and to forget the whole ghastly business of migrants fleeing war, poverty and environmental degradation.  We convince ourselves that all that is nothing to do with us because we are in no way responsible!  We have been groomed to accept that and, that our aggression is sadly essential in a fallen and failed world but, anyway, we are the good guys getting rid of Communists, evil dictators, jihadists and extremists.  We are the knights in shining armour and the millions of victims of our aggression have to put up with it for the greater good.  We, certainly, have no responsibility for them.


Over the Adam Johnson case, I heard on the ‘Jeremy Vine Show’, one caller talking of national hysteria over sexual activity between young people.  Another caller mentioned decision makers wanting to be seen doing much better on sex abuse cases than they did over Savile (my over-compensating pendulum swing) .


Is not uncovering a cover up or, exposing abuse or, misuse of public money or, malpractice or maladministration or any wrong-doing by others an honourable endeavour?


Hence, since the 1980s, I have been doing what I regard as exposing misdeeds and uncovering dereliction of duty.  From the KBH motorway bypass alongside a fast rural trunk road and main line railway to today.  Today, thirty years on, I am trying to get the trains back on that same line further north that is not used.  It would bypass Brum and take some road and rail congestion out of their Grand Central Shopping Centre and basement station, as well as our Black Country.


Hence, my writing exposes:

  • Idiocy in dismantling first the tram network and then the rail network, failure to mothball the rail lines and, failure to correct their stupidity in 50 years.
  • Failed to build the W approach tunnels when Westside was being built in the 1990s.
  • Failed to build the E approach tunnels when the Bull Ring was being rebuilt in the next decade.
  • After 50 years, 78 Km of unused or goods only, double track rail lines alongside or near congested roads in the Black Country and Birmingham.
  • Further 58 Km from Walsall to Derby via Lichfield is still not available for passenger trains.
  • 2 important rail curves still not built - after 50 years.
  • Failed to link the Merry Hill monorail to the main line railway and to open it at the same time.
  • £750 m (all rail money?) for Grand Central Shopping Centre with the main line station tagged along as an afterthought and stuck in the basement.
  • Now, a plan for, possibly, transport money going for subsidising the M6 Toll to further reduce the amount of money for urban Beeching rail reversals in the Black Country and Brum.
  • The W Midlands Combined Authority remains corruptly biased towards road schemes; secondly, towards super expensive tram extensions in Birmingham city centre; thirdly, £12 m for a second rapid transit mode to duplicate the first, trams.  What little money is left over may then go to Brum rail schemes.
  • Beeching rail reversals continue to be the forgotten, the sad Cinderella of the Midlands, as traffic choked roads and rail lines get ever worse as the populations rises.

Letter to Cllr Gail Sleigh

Do you agree that Bob and you should be arguing to stop wasting the millions of pounds of our European and UK taxes trying to get the network of fifteen tramlines of 200 Km by 2000 across the Black Country and Birmingham?  It was never delivered in 34 years, since 1981, of being very trying to get them.  Yet, the work continues at huge expense.

Do you agree that, INSTEAD, you could simply get Network Rail, the Combined Authority, Centro and the ITA on side to put back the trains and stations on the 78 miles of unused/underused, double track freight lines?  They all had successful passenger trains and stations for 100 years until fifty years ago.  Your colleagues in Network Rail and in Scotland have done it in rural, depopulated, southern Scotland for £300 million for 30 miles, this very year!  Reverse the urban Beeching cuts to improve our 'connectivity', too.

Now, please do it in the heavily congested and the growing population in the Black Country and Brum.  I suggest, the 74 Km Western Bypass rail line, re-opened first to also reduce the train congestion at Grand Central Shopping Centre and basement station.

Why do you all persist in putting up with struggling along congested roads, some literally alongside underused or even empty, double track rail lines?

Remember, Gail, countless business cases and transport plans to improve 'connectivity', over the decades, have been written to justify this long-running, sad, state of affairs.

Sustainable Society or Growth (and wrong growth!) Society

Haven't all the parties in power, over the years, found land for some use or other to cope with rising/growing expectations, standards of living, population growth, hyper-mobility ... ?

The Greens are unique for pointing out that this cannot go on for ever and a day.  Hence our 'Manifesto for a Sustainable Society'.  Living for tomorrow, living within our means, our limits and our boundaries.  Living for others.

Don't be impressed by 'Combined Authority' or 'Enterprise Zone'.  We have seen it all before.  There is nothing new under the sun.  Always more of the same - unethical and aggressive foreign policy, more for us less for you, fortress Europe!
