Beeching unfairly gets blamed when the authorities, in subsequent decades, are the guilty party

The very people who are giving us High Scam 2 are the very people who, with their predecessors, stupidly obliterated about one-third of the national railway network when Richard Beeching sensibly closed them.  The man did not want their complete wipeout.

Seven Dudley borough railway lines have been built on or, are impossible to bring back for trains or trams.  About 100 Kms destroyed in the West Midlands.  Complete idiocy.

All this spending for totally unnecessary destruction means this:

to John Davison re HS2, Metro, Sprint

How does it release capacity when all the intercity stations that are bypassed will still need some kind of a train service.  See the route map on the official HS2 website.

Since the end of the war, railway lines have been closing more rapidly and accelerated after Beeching's very proper closures.  It is the deliberate idiocy of building on the closed railway lines by railway enthusiasts, unions, workers, managers and politicians that is still ongoing (with the 120 Kms Black Country Mainline) that has meant that a capacity of about one-third has been lost on the railway network.

Capacity only increases and is greatly enhanced for the plane flyers between London, Brum, Manchester.  They have a choice of either plane or train.  It gives them an additional transport mode and an unjustifiable duplication like Metro and Sprint do for bus passengers.  Chris Packham is, therefore, right when he says it is more of a plane than a useful train service!

20.6.19 Everything but the kitchen sink on our urban railway lines!

Thanks very much for your email.  Much appreciated.

From what I have seen or not seen in my 71 years, the railway, the transport and the green lobbying groups; plus the railway industry itself and trade unions, have never fought to stop the destruction and selling off of railway lines that Beeching rightly closed as being uneconomic in the 1960s.  Beeching never suggested that they be obliterated in the way that even urban railway lines have been.  I would think that Beeching never wanted the lines sold off to any old Tom, Dick or Harriet.  Unfortunately, I don't think he recommended that they all be mothballed in case of future use.  Hence, over these last fifty years, our councillors have given planning permission for every kind of building imaginable - and roads - to go on the lines.  I have estimated that we must have lost over 100 Kms of railway lines in the West Midlands in this way.  The 6 Kms Halesowen Railway line to Longbridge has been sold off to private individuals that makes it much more difficult to reopen as a cycle-walkway, without compulsory purchase that is unheard of for a cycle-walkway.

" the various ‘rail enthusiast train groups’ " are never campaigning groups in the more assertive, constructive and helpful way that I think I am.  They all seem to be passive, deferential, apathetic and would never dream of vigorously pointing out the error of their ways - ie, the errors of transport professional officers and the councillors.  The councillors, in particular, show very little interest in getting about in ways other than the car.  They all leave transport matters to Transport HQ at 16 Summer Lane.

In addition, the rail enthusiast groups are as equally keen on trams, tram trains and train trams as they are on the more frequently seen, ordinary, trains.  They would not dream of opposing a tram extension, even on a rare, mothballed, the UK's only, mainline, half finished railway.

Whistleblowing summary

SUMMARY OF ALLEGATION:

£1.8 BILLION of public money is being spent on trams and Sprint diesel buses to replace trains that have the unintended consequence of destroying other transport infrastructure, too. eg: Metro One now gives an inferior service for train users between Snow Hill Station and Shrewsbury because the principal station and railway lines have all gone for good to allow for trams.

WBHE is stopping for ever any future possibility of finishing the middle section of the Black Country Mainline Railway "of national strategic significance" when many millions have already been spent on every tunnel, bridge and viaduct for commuter, regional and even intercity trains!

Over £300 million is being spent to replace smart looking Platinum diesel buses with less frequent stopping Sprint diesel buses.  What is the point of that?

£1.8 BILLION would be more wisely spent on giving everyone fareless, electric buses with traffic light priority on 100% bus lanes on every dual carriageway to entice those wedded and welded to their motors to free up the road space for those who really do need their vehicles for their jobs.

DEMOCRACY DENIED BY THE VERY PEOPLE WHO GO ON THE MOST ABOUT IT!

As regards Metro and Sprint spending, discussion and debate is excluded, quite apart from consultation and voting that are all conveniently overlooked as being irrelevant!  This is done to spend over £1.8 BILLION of taxpayers’ money, to 2026, in only part of the West Midlands, to increase road congestion and pollution, to worsen overcrowding on our commuter and regional trains and to ruinously accelerate the rise of greenhouse gases and the amount of carbon dioxide in the atmosphere.  £1.8 billion wasted at a time of austerity and poverty for many!

It seems that every political party, even the West Midlands Green Party, co-operated with this policy of scandal, idiocy and dictatorial behaviour by TfWM/WMCA.  It appears that not one local or regional political party has ever bothered to discuss any of this, let alone vote, in even one of their meetings. Including the Green Party, I believe.  I would love to be corrected. Will the Brexit Party do any better?

Certainly, not a single political party is sufficiently broad minded or, at all bothered, to hear a different point of view.

TfWM/WMCA remains strongly influenced by - even colluding with - the nation’s tram promotion group to continue the fifty year old policy of doing everything with Beeching’s closed urban railway lines in the Black Country, than to put the trains and stations back.  This summer, Metro trams and a test track are to go on the UK’s only mothballed, easily reinstated, half finished mainline railway - the Black Country Railway “of national strategic significance”. A tram stop and a £30 m innovation centre is to be built on the only feasible site for Dudley railway station that will also prevent the re-opening of the Black Country’s second railway line.  Hence, the second to be destroyed by trams and, in total, the fifth to be given over to everything but commuter and regional trains - and the kitchen sink!

The Land of Make Believe or, You Can't Make This Up if You Tried!

This must be the biggest and longest running scandal in UK transport history -passenger trains kept off freight only railway lines and mothballed (or, 'out of use' designation ignored), alongside traffic choked roads and motorways!

This is all about the four Black Country boroughs and, supposedly, the Second (worst polluted) City in the land.  The Black Country and Birmingham - both bereft of sense; abounding in idiocy and bursting with incompetence.  Here are 40 points as the evidence for such a scathing but accurate description.  There is even more sad evidence - Metro One and Snow Hill Station - that I have not included, here (but see ** at foot).
I think, the excuse for inaction and wrong action by the railway experts at Network Fail is, "Well, we have to spend all our days writing reports, strategies and studies, don’t we?  Don’t blame us.  We’re just doing our job".  Thus, they end up:
  1. ​Running homes, cars and shops ​down urban railway lines alongside main roads with bumper to bumper traffic (very mixed up kids run our transport, here in the West Midlands).
  2. Putting Homebase on Kings Heath railway station, while still running some passenger trains on the line!
  3. Forgetting to put trains and stations on the UK's only, it's all there, unused but easily reinstated, double track, mainline, strategic railway.
  4. Even the Ordnance Survey think it is a working railway line in the Black Country section!  See all their latest maps.
  5. Spending many millions of pounds on the underpasses and bridges as main roads have been widened and motorways built to cross this same strategic railway of phantom trains and invisible stations.  
  6. In 2014, planning a test track for 2 Kms on the same unfinished, 120 Kms mainline railway to shuttle passengers to the next mainline in the neighbouring borough!
  7. Then being told, "But we want it for Metro trams and have done so since the early 1980s."  This was in 2015.
  8. These idiots - sorry, experts at Dudley Council - should have known that.
  9. "Well," they said, "We'll just have to send the test track in the opposite direction through Dudley Castle Hill tunnel, then."
  10. Next, putting it about that they have only done so because the test track needed the 'not one brick out of place', double track railway tunnel all along!
  11. So why did the Warwick Manufacturing Group not tell them that in the first place?  Or, was someone lying?
  12. Building a monorail at Merry Hill Shopping Centre in the late 1980s and failing to connect it to the unfinished, with all the double tracks in place, 120 Kms mainline railway - the Black Country Railway, as I call it.  It fell short by 400 metres!
  13. The monorail was built by the foremost and well respected Swiss engineering company, Von Roll.  But they closed it after about two or three years in the early 1990s.
  14. Next, they sold it and reports indicated it went to Sydney.
  15. Our railway experts spent £750 million (of railway money?) "to enhance the passenger experience" at New Street Station.  Quote is courtesy of David Golding of Network Rail in a phone conversation with me in 2014 or 2015.
  16. Now called 'Grand Central Shopping Centre and Diesel Perfumed Station Tagged Along as an Afterthought in the Basement of the John Lewis Store'.
  17. GCSC&DPSTAAAAITBOTJLS for short!
  18. This must make it the longest name for a railway station outside Anglesey.
  19. The longest name and the longest waits for trains!
  20. Because, they are still failing to build the additional railway tunnels at both approaches to GCSC&DPSTAAAAITBOTJLS.
  21. Negligent Rail failed to do so even when all the buildings above the existing tunnels had been razed to the ground!
  22. And, twice too - at first Brindleyplace (80s/90s) and, then, when the Bull Ring Shopping Centre was rebuilt (90s/00s).
  23. Failing to realise that they could have then, easily, put in the cut and cover tunnels (and even additional platforms, according to Railfuture).
  24. Failing to twig that they could have "enhanced the passenger experience" by getting railway customers away on their trains more quickly and efficiently by building the tunnels and platforms when the obvious opportunities arose.
  25. Illiterate economics in replacing buses and trains with electric trams at 4 to 14 times per Km more expensively than simply using diesel trains on important railway lines.
  26. Each new tram is ten times more expensive than a new bus.  (FoI answer)
  27. Only local "bus on rails" * trams ever go on railway lines; rarely, regional and national trains.  (the rarity was the 6 Kms from Smethwick Galton Bridge to Moor Street Sta; and, Walsall to Rugeley - but, this took 50 years!)
  28. 11 Km Wolverhampton to Walsall railway line was tried but it was never extended to Brum via Sutton Park or to Derby via Lichfield and, therefore never got enough passengers.
  29. It has been closed for some years but, it is this 11 Km that they want to resurrect, a second time, rather than returning the trains and stations to the unused 56 Kms out of the 120 Km Black Country Railway.
  30. We run trees, trams, a test track and goods trains on our 120 Km Black Country Railway.  Aren't we clever?  (Actually, 64 Kms are normal with useful passenger trains.  56 Kms only are wasted or destined to have slow, "bus on rails" * trams!)
  31. We can't blame Beeching.  Only today’s transport experts.  Simply because train services that were hardly used in the 60s should have been mothballed and not sold off, piece meal and lost for ever.  What complete stupidity!  The railway industry is wet behind the ears; is walked all over and, yet even today, good transport infrastructure is still wasted!
  32. Our local and regional transport bosses are all subservient to Network Rail.
  33. When this mighty organisation tells them that they don’t need the Black Country Railway until the 2040s, at the earliest, and then only for freight, the other transport bosses roll over, meekly accept it and start (in the 1980s) to turn it into a tram line!
  34. Wasted and many kilometres of destroyed railway lines are the everyday business of Network Rail.  This government agency in the public sector has no interest in its own infrastructure so local and regional transport bosses come along and take over the railway lines from them to use as tram lines, housing, shops, test tracks and linear woodland!
  35. See ‘The Times’ report of 12 October 2017 by Graeme Paton, ‘Network Rail’s upgrades monopoly shunted aside’.
  36. Our, “still a very old Victorian railway” was spoken about by Sir David Higgins, Chief Executive of Network Rail on the ‘Today’ programme on 8 January 2013!
  37. He mentioned, “500 Victorian signal boxes and 300 are from the 1960s”.
  38. He spoke, in 2013, of Network Rail having £37 billion to spend in one year.  Now, ‘The Times’ report has, “Government investment in the railways of £4.2 billion was the lowest level in 15 years.”
  39. Yet, the budget on defending the UK from attack by foreign forces is now 2% of GDP and is going up, in real terms, by 0.5% in every year of the present administration!!  (BBC ‘Today’ website earlier in the year)
  40. Thus, top priority for two new aircraft carriers (£7 billion) that are the biggest and best ever but, now need a flotilla of warships around them for protection.

* as used by one Director from UK Tram Ltd and the Croydon MP on the Radio 4 ‘Today’ programme, the day after the Croydon tram crash that killed seven passengers in November 2016.

** Metro Two, the extension that cost over £60 million/Km to take it to Grand Central Shopping Centre and Diesel Perfumed Basement Station means that there is no longer a tram stop for Snow Hill Station - since 2016.  The tram bypasses Snow Hill completely and goes straight to Grand Central.  Yet, it was built to connect Snow Hill with Grand Central!  Platform 4 at Snow Hill Station is still wasted and unused.  It would still be in use to this day if they had only put back the much more cost effective, financially prudent and responsible trains all the way to Wolverhampton Low Level Station (now no more).

Metro Three to Edgbaston is costing £75 million/Km for the 2 Kms to the west of Five Ways from Grand Central.  Putting diesel trains back on our Black Country and Brum 106 Kms of mothballed/wasted or freight only railway lines would could cost no more than £6 m/Km, according to the 2015 Borders Railway rebuilding (not needed for ours) to the middle of nowhere in the back of beyond but, beautiful Southern Uplands.

Condemning and understanding

CONDEMN A LOT MORE AND UNDERSTAND A LOT LESS


We had decades of child sex abuse and immorality by Jimmy Savile.  No-one persisted with their complaints to ever ensure that the man was stopped.  I think, the pendulum then swung in the opposite direction and, in recent years, we have seen celebrities, establishment figures even in their 90s and the dead, too accused of sex abuse from decades ago.  Even the demented, the dying and the dead are all eligible for investigation into their sex crimes in their youth and, then prosecution of some kind.


How can you get to the truth of the accusations when not just years but decades has elapsed since the alleged incidents?  Do you not get a mixture of mischief makers, misremembering, exaggeration, fantasists and, of course, genuine complaints.  But is it not one person’s word against another person’s?  How do you get justice done for the complainant/victim/survivor and the accused when you have to decide who to believe from not an ounce of evidence to weigh in the scales of justice?


It had to be a difficult judgement over the balance of probability when it came to long dead Bishop George Bell.  The Church of England believed the complainant/victim/survivor and paid her £15,000.  Peter Hitchens was not exactly thrilled!  I suppose the Anglicans felt that they had to give the benefit of the doubt to the complainant, in the present atmosphere.  An atmosphere of being seen to be strong in finding people guilty and punishing hard.  If you give the benefit of the doubt to the accused, you are seen as being a namby pandy, wishy washy, a weak, pathetic liberal.  Only might and strength are respected between peoples and, on the world stage between nations.


It seems to me, as though decision makers and the Police are over-compensating for their careless and unbelieving attitude for decades by going overboard now - since the Savile abuses came to light.  From under-reaction to over-reaction.  We never seem to be able to get things right and to act proportionately and sensibly.  But, then, how can you possibly tell who is telling the truth when decades have passed and there is no evidence?  Is justice pot luck?


Does time temper justice if justice tempered with mercy no longer does?


Should there be a statute of limitation, as some countries have?


Is there ever a danger of a witch hunt?  Have the Savile abuses and inaction awoken memories and anger in those who have been sexually abused by him and many others?  Understandably, they now want something done to assuage their feelings and to give them closure.


Sex abuse victims are now given full attention.  Men are under suspicion more than ever before of predatory behaviour or luring girls and women.  Yet, from what I see, the foreign victims of UK wars of (often) aggression in our 102 consecutive years of war in foreign lands, get little attention.  We do all we can to keep these refugees out, in fact and to forget the whole ghastly business of migrants fleeing war, poverty and environmental degradation.  We convince ourselves that all that is nothing to do with us because we are in no way responsible!  We have been groomed to accept that and, that our aggression is sadly essential in a fallen and failed world but, anyway, we are the good guys getting rid of Communists, evil dictators, jihadists and extremists.  We are the knights in shining armour and the millions of victims of our aggression have to put up with it for the greater good.  We, certainly, have no responsibility for them.


Over the Adam Johnson case, I heard on the ‘Jeremy Vine Show’, one caller talking of national hysteria over sexual activity between young people.  Another caller mentioned decision makers wanting to be seen doing much better on sex abuse cases than they did over Savile (my over-compensating pendulum swing) .


Is not uncovering a cover up or, exposing abuse or, misuse of public money or, malpractice or maladministration or any wrong-doing by others an honourable endeavour?


Hence, since the 1980s, I have been doing what I regard as exposing misdeeds and uncovering dereliction of duty.  From the KBH motorway bypass alongside a fast rural trunk road and main line railway to today.  Today, thirty years on, I am trying to get the trains back on that same line further north that is not used.  It would bypass Brum and take some road and rail congestion out of their Grand Central Shopping Centre and basement station, as well as our Black Country.


Hence, my writing exposes:

  • Idiocy in dismantling first the tram network and then the rail network, failure to mothball the rail lines and, failure to correct their stupidity in 50 years.
  • Failed to build the W approach tunnels when Westside was being built in the 1990s.
  • Failed to build the E approach tunnels when the Bull Ring was being rebuilt in the next decade.
  • After 50 years, 78 Km of unused or goods only, double track rail lines alongside or near congested roads in the Black Country and Birmingham.
  • Further 58 Km from Walsall to Derby via Lichfield is still not available for passenger trains.
  • 2 important rail curves still not built - after 50 years.
  • Failed to link the Merry Hill monorail to the main line railway and to open it at the same time.
  • £750 m (all rail money?) for Grand Central Shopping Centre with the main line station tagged along as an afterthought and stuck in the basement.
  • Now, a plan for, possibly, transport money going for subsidising the M6 Toll to further reduce the amount of money for urban Beeching rail reversals in the Black Country and Brum.
  • The W Midlands Combined Authority remains corruptly biased towards road schemes; secondly, towards super expensive tram extensions in Birmingham city centre; thirdly, £12 m for a second rapid transit mode to duplicate the first, trams.  What little money is left over may then go to Brum rail schemes.
  • Beeching rail reversals continue to be the forgotten, the sad Cinderella of the Midlands, as traffic choked roads and rail lines get ever worse as the populations rises.

Don't forget to ask them to all go down to London and pay a visit to our Patrick and Claire for them to agree the transfer of funds from the two short sections for electric trams to be used instead for the full 21 Km for diesel trains.  They have enough money in the bank already (£207 m when they only need £72 m).

THE PLANNED BREAK UP OF THIS MAIN LINE RAILWAY IS PERMANENT AND A DISGRACE:


The UK’s only unused, major, North-South main line railway is to be sectioned up into:
from south to north, we have planned,​ in order,
  6 Km: daily, 25 waggon goods trains from Port Talbot to Round Oak, via Stourbridge Jct
  4 Km: Light Rail Metro trams (£310 m for 12 Km, inclu 4 Km of road running)
  2 Km: Very Light Rail shuttle trams, through Dudley Tunnel to Cinder Bank road
  4 Km: Light Rail Metro trams (£310 m for 12 Km, inclu 4 Km of road running)
  3 Km: Empty, private space of linear wilderness of shrubs, trees, Himalayan Balsam (an illegal plant)
  2 Km: of passenger trains - Bescot to Walsall
TOTAL: 21 Km   (approx distances)

This is 21 Km of a 74 Km main line railway between Stourbridge Jct and Derby through the increasingly densely populated and road/rail congested Black Country - the boroughs of Dudley, Sandwell and Walsall, with a population of a million.  Diesels and four rebuilt stations is £72 million (based on last year’s rural Beeching reinstatement in Scotland at £6 m per Km).
My reasons​ for wanting the trains back on every kilometre (​at a quarter of the price​ of trams on 8 Km, plus road running on 4 Km)​ instead of trams on 8 Km of the main line railway​:
  1. It is the UK's last remaining, easily reinstated north-south main line railway between Stourbridge and Derby.  Therefore, the most important unused rail line.
  2. The only one between train congested Grand Central Shopping Centre/basement station and the Hereford to Shrewsbury Line
  3. 74 Km between the two towns of Stourbridge and Derby.
  4. 21 Km between Stourbridge and Walsall that urgently needs to be reinstated first.
  5. This would be only the 3rd Beeching reversal in 50 years in the Black Country and Brum.
  6. Only 12 Km needs to have the track relaid and four stations rebuilt to give everyone 21 Km of passenger line, once more.
  7. COST: 12 Km x £6 m per Km = £72 million, including the stations (based on Beeching rural rail reversal in Scotland last year).
  8. It reduces chronic and worsening road and rail congestion in the Black Country and Brum.
  9. Quicker, simpler, cheaper and easier to achieve than 12 Km of road and rail running trams that the councillors and Centro officers have failed to achieve in 35 years of trying.
  10. If they were ever to succeed, it would destroy for an eternity and beyond, the possibility of passenger trains from London Paddington and the North being seen again in the Black Country!
