This week's challenge from our really royal Prince Charles to Charles Bibbey!

Thank you for your email that I thought bore little relation to mine!  Mine of the 12 May was asking if you would be so good as to ask your client, Charles if he would be willing to have either a woodland or hedgerow creation scheme if I was to pay!  Monday's national Radio 4 news mentioned Prince Charles wanting his mother's Platinum jubilee next year to be a tree-bilee to get more trees planted.

My email was nothing about " due diligence" or, it affecting your client, or my having access.
It was nothing about dear Charles being inconvenienced in any way at all!
It is up to Charles to "progress my proposal", with help from the Woodland Trust, if he wishes!
Do check out my email, again.

I think you were thrown by my sheer generosity!  But it was also to do with you top people and Charles being like Prince Charles and being loyal to merry England and the Queen.  Our VIPs, like B Johnson Esq wish us to treble tree cover in the UK and Her Majesty wants her Platinum Jubilee next year to be a tree Jubilee or tree-bilee.

Do ask our own, only a little less royal, Charles to do some quality tree planting or hedgerow creation at my expense.  It would be entirely of his own volition, as you say - of course.  But if he took up the suggestion he would be a most loyal subject.  Her Majesty might be so proud of him, he could be in the offing for a knighthood!

Best wishes

M6 Jct 10, M5 Jct 4 and Brum inner ring road broken

It seems to be acceptable and orthodox conventional economic wisdom; both a deficit of £1 bn and spending £78 m on Jct 10; spending over £1.5 billion on five tram projects to replace bus routes and to destroy our second and even more important urban railway line; and spending over £300 m to replace Platinum diesel buses with Sprint diesel buses.  For me, Metro and Sprint are complete idiocy and neither are wise spending of public funds.  However, widening Jct 10 is understandable and follows on from their widening of Jct 4, Lydiate Ash on the M5, earlier this decade.  I would have preferred a flyover at Jct 10 for traffic crossing M6.  I opposed the destruction of flyovers and underpasses on Brum's inner ring road - at Masshouse Circus and St Martin's Circus.

If we put trains back on train lines, scrapped tram extensions and brought in fareless for all, electric buses across the West Midlands with traffic light priority, we would have less road congestion and less train overcrowding.

I am wanting a greener and more sustainable understanding and practice of economics and spending based on finite resources, finite planet, not enhancing the natural greenhouse effect and, living in harmony with natural systems.

Thanks again for letting me hold forth last Friday.  I am now attending my own, local Pensioners' meetings at Shenstone Theatre in Halesowen.

THE ESSENCE OF WHY THE BLACK COUNTRY RAILWAY MUST BE FINISHED:
GLORIOUS ENGLISH ECCENTRICITY: the UK's only mothballed, easily reinstated, ready made but they forgot the trains and stations, mainline railway.  Our Great Brave Brexit Britain for you!

WHICH IS MORE SENSIBLE THINKING?
2 or 3 fast regional trains every hour and nine new stations to complete the 120 Kms between Worcester and Derby;  OR: 6 to 10 "bus on rails" trams every hour and 17 tram stops over only 11 Kms to STOP the reinstatement of the railway "of national strategic significance."

SMART POLITICIANS?
£449 m plus cost overruns to build the Black Country Tramline over 6.7 Kms that destroys the Black Country Railway over 56 Kms.  All 56 Kms can get commuter/regional trains back for less than £200 m (2015 figure).  Or, stupid politicians?

SMART RAILWAYS?
Why CUT a 120 Kms principal, mainline railway through the congested West Midlands with a tramline in two halves, a railway test track and a trail of trees, Japanese knotweed and undergrowth, when absent trains on 56 Kms of track could have their trains and stations back, FOR LESS MONEY than using trams on only 6.7 Kms?

Tim Weller   Prospective Independent candidate for W Mids Metro Mayor 2020 to instil some urgency into how changes in transport, jobs and housing policy can reduce the impact of human climate breakdown and postpone Attenborough's "collapse of civilisations" and "extinction of much of the natural world" and "time is running out" warnings.

For a more sensible, cost effective and easier ways to reduce congestion and pollution.  Fareless, electric buses for ALL; not for the few, like me!  To free up road space for essential users.  Paid for by abandoning Metro, diesel Sprint and CAZ.  Workplace parking levy to reward parents who drop off and pick up their school children by two wheels or two legs or, who run the school walking bus.  Payments at the end of term for fossil free, self-powered parents who sign their weekly claim form.

MY CONDITIONS FOR WITHDRAWING TO FAVOUR ANDY

And copied into the Mayor's Office for their information and action to get me on board, out of the running and well out of the way - please!  MAYOR'S OFFICE, please confirm receipt and action, quickly.

My conditions for withdrawing to help Andy in 2020

I also think Andy was an excellent choice and hope he gets in, again next year.  I do like him and support him whenever I can.  I really don't want to take votes off him, if I do go ahead with standing as an Independent.  But, he must be outspoken against tram extensions; but, for putting the commuter/regional trains and stations back, starting with the completion of the 120 Kms Black Country Railway - extremely urgently and before the Camp Hill line; and, introducing a sea change in our commuting habits.  That is, twelve month, A456 Hagley Road experiment of:
  • never taking the car into Brum city centre unless it is essential for your major business livelihood or, there are at least two adult passengers in the car.  Strict enforcement by random roadside checks when traffic is stationary; and CCTV.  Hefty financial penalties for transgressing.  Once you are down to one passenger or solo, you must go into the slower, outside lane immediately.
  • This is done by 100% bus lanes on every nearside lane of the no 9 bus route and traffic light priority for buses and other vehicles permitted in the bus lane.
  • Cancellation of elite, very expensive Sprint to allow for every bus to be similarly favoured.  The roll out of Platinum buses makes Sprint unnecessary at this time.
  • Electric buses, asap, must be the mass transit for commuters and not anymore tram extensions.
MASS TRANSIT FOR ALL AND NOT THE LUCKY FEW on a tram line.

28 transport tragedies for 37 years - so far!

WHY TRANSPORT LEAD, CLLR ROGER LAWRENCE SHOULD EITHER TURN OVER A NEW LEAF OR, RETIRE

  1. In 1981, our transport chiefs began their fascination with Midland Metro trams on railway lines and roads, instead of protecting our closed railways for future use and then re-opening them for passenger and freight trains.

  2. Cllrs Richard Worrall, Angus Adams and, now Roger Lawrence are the transport chiefs over decades who have let us down, misspent our taxes and had the most weird and wonderful set of priorities.

  3. These men put everything but trains down Dudley to Wolverhampton, Dudley to Birmingham, Dudley to Netherton, Old Hill, Halesowen to Longbridge and, Birmingham to Wolverhampton railway lines.

  4. One e-mailer to me wrote, “ … people who could be regarded as complicit in questionable decisions.”  He meant our fully trained professionals in Network Rail (NR), Transport for W Mids (TfWM) and Midland Metro Alliance (MMA) who need to be questioned, challenged and watched like hawks because of their disastrous decisions over many years.

  5. I think Beeching was right to close the lines he did as we deserted trains and went out and bought cars.  It was the railway industry, our transport chiefs, the unions and the many groups of railway enthusiasts who failed to ensure that they were mothballed in case they were ever needed in the future.  They are certainly needed now but the railway industry, the unions and the railway enthusiasts all allowed them to be lost for every kind of built development imaginable, to roads and, to slow, frequent stopping, extremely expensive “bus on rails” trams!

  6. Wikipedia has: Ian Hislop comments that history has been somewhat unkind to "Britain's most hated civil servant", by forgetting that he proposed a much better bus service that ministers never delivered.

  7. The politicians and transport experts got diverted from increasing the popularity of buses to building seven tram networks in the UK.

  8. All the experts were happily building steam locomotives up to the 1960s as part of our supposedly modern railway.  This was the second decade of railway closures and the sale of our railways to any old Tom, Dick or Harriet instead of their protection for future use by trains.

  9. My e-mailer wrote, “Routes such as Dudley to Wolverhampton were not just closed to traffic but the tracks were removed.”  Yes. Dudley, Sandwell and Wolverhampton councillors were all happily giving planning permission for houses, roads and a trading estate to obliterate this important railway line!  How foolish is that? “The same was the case for Birmingham to Wolverhampton via West Bromwich”, my e-mailer wrote. This was the valuable Snow Hill to Wolverhampton Low Level line that could be giving additional trains into Shropshire and North Wales, one former railway worker has told me (see 8).  Instead, Metro line One took it over. This meant that platform four at Snow Hill is still not used, to this day for trains, Low Level station is now a conference and events venue and 2 Kms of the line in Wolverhampton was destroyed. This was because the tram line went on the road for 2 Kms to St George’s Square and the useful direct link to Low Level railway station was lost forever!

  10. The former railway worker texted to me about the 1999 Metro One, “What a waste opening the wolves - bham line to a tram.  This has prevented through services from snow hill to Wales or the north from ever returning.”

  11. If the trains had been allowed back, we would still have commuter and regional trains using the line that the tram now uses and, grand Low Level station would still be in use as a much needed station rather than a conference and events centre.

  12. It would still be a  station if only our darling politicians had thought of that great wheeze of railway trains on railway lines! This summer, main work starts on the even more important 120 Km Black Country Railway "of national strategic significance" being transformed into a ‘bring your own cushion for the tram’ tramline over all of 6.7 Kms, a test track, a trail of trees, Himalayan Balsam and undergrowth

  13. Trams will, one day connect St George’s Sq to the bus station and the last remaining railway station but at a cost of £33m.  All it needed were the trains back between Snow Hill and Wolverhampton Low Level and it would have been at a fraction of the cost of the trams.  This was another blunder by PTA/Centro and by Roger Lawrence, plus predecessors.

  14. Four businesses closed on Bilston Road in 2017 when Metro One tracks were renewed after only 18 years.  This would never have happened if the trains and stations had been allowed back.

  15. More businesses are likely to close in Dudley high town with the tram being an extra attraction for Dudley townsfolk to take the tram to Merry Hill to do their shopping.

  16. The former successful for 100 years mainline station at Dudley Castle Gate (low town) that is thriving is being destroyed forever by a suite of buildings for the VLR innovation centre and test track.

  17. I would like the whole 120 Kms railway “of national strategic significance” (Network Rail and DfT letter to me dated, 8 March 2018) from Worcester, the Black Country and on to Derby, to be called the Black Country Railway.

  18. My e-mailer wrote, “Some opinion is that in an 'unhelpful' environment and with limited funding, various campaigners and the efforts of individuals within organisations and organisations such as Centro, British Rail, some local authorities, some enhancements and reopenings were achieved.”  From what I have seen, the heritage railway groups have achieved much more than the professional railway ‘experts’ and councillors. From my research, only 6 Kms out of 112 Kms of double track railway line in freight or officially mothballed have been re-opened. In addition, there was the Walsall to Rugeley re-opening.

  19. Our trio of former, including the incumbent Roger, transport chiefs are wholly responsible.  They need to work with the professionals but also to stop obvious blunders like the many we have seen and are still seeing.

  20. The only official, ‘Out of Use’, Black Country Railway, “of national strategic significance”, is now precluded from returning to railway use for ever by Dudley Castle Hill mainline station that is about to be built on, by the Metro tram line and, a test track through Castle Hill tunnel between the two short sections of tramway.  Thus my feeling that we, ever so clever, Brexit Brits are incompetent and negligent!

  21. I attended a Community Forum in Dudley borough last month.  Before, I spoke and without one councillor knowing who I was or why I came, he told the meeting that when on the Centro Passenger Transport Authority years ago, he was told that “heavy rail trains would still be able to return” once the Black Country Railway, “of national strategic significance”, had been turned into a tram line.  I told him that this was a lie. Freight trains might be able to use it at night but certainly not the former passenger service between Worcester and Derby via the Black Country that we saw for 100 years until fifty years ago.

  22. This light rail scheme is a throwback to the 1980s when the Black Country Railway was unwanted, out of use, disused, dismantled, unloved and it was thought that it would never be needed, ever again.  Hence, put the tram on it that was all the rage at the time. Kind of anachronistic, now that we are four decades on. We are seeing a renaissance in railway travel.

  23. Never again, fast passenger train services from Derby to Devon via Dudley or Burton to Bristol via Brierley Hill.

  24. One professional railway ‘expert’ explained to me that Network Rail does not like running passenger trains on freight lines.  Yet, the Victorian and Edwardian railway men did so for decades. Why not the so smart, tech savvy, Elizabethans?

  25. Is Cllr Roger standing up to Network Rail and insisting on passenger trains and stations for our urban lines not yet obliterated?  I don’t think so. He gave planning permission for homes, roads and trading estates on the railway lines, after all.

  26. My e-mailer wrote, “The passenger train operator for the West Midlands is supposed to be introducing a train service from Birmingham to Stourbridge and then to Brierley Hill. This will require a new station at Brierley Hill.”  Thus, we all pile out of the train to get on the tram into Brum when the train could take us the whole way without changing.  And, when extended to Walsall, it will require from Worcester, a change from train to tram at Canal St tram stop, near Brierley Hill and back to the train at Walsall station for progress to Derby!

  27. Wikipedia has: “Passenger services were terminated between Walsall and Wolverhampton in 2008 on cost and efficiency grounds.”  Shortly after they were introduced! Yet, now, trains are to be re-introduced with two new stations when there is a good Platinum bus service between the two places.  The trains need to go all the way to Brum via the Sutton freight only line. But, finishing the Black Country Railway is much more desperately needed to reduce road and railway congestion.

  28. On the unused, wasted, 56 Kms, tens of millions of pounds have been spent on two motorway crossings and three tunnels to cross three dual carriageways - for the 120 Kms Black Country Railway "of national strategic significance".  But this is the same unused, wasted, middle section that is to be turned into a 6.7 Kms tramline, a test track, rusting lines and a jungle of undergrowth. What a waste of tens of millions of pounds!

All of this is such complete nonsense that Cllr Roger needs to step down, with Keith Harrison using the ‘Express and Star’ as a way to help him to give way.  PLEASE!

Your excellent piece in the Chronicle 19.4.18

Good morning, Mark.  A very good read, once again - thanks!  But Dudley, capital of the Black Country, gets a shuttle tram service to ferry people to the national railway network on a mainline railway that is already more important than the mainline railway passengers are shuttled to!!  And Station Hotel will have to renamed Tram Stop Hotel.

A possible 7 new railway stations (3 for Brum) but a definite 17 tram stops for Wednesbury to Brierley Hill tram extension.  From the Express and Star I have copied and pasted the Magnificent Seven Stations.  My suggestions in blue:
Willenhall and Darlaston St James on a restored Walsall-Wolverhampton service.  BUT, this service was underused in the last decade and soon stopped.  The difference, this time, seems to be two stations being built, first.  Yet, there is a good, frequent Platinum bus service between Walsall and Wolverhampton.  Should not all available money be going to complete the 120 Kms Black Country Railway "of national strategic significance" (Network Rail and DfT) FIRST?  Only then do Wolverhampton to Walsall to Sutton Coldfield to Brum for passenger trains.
Merry Hill Shopping Centre, which would sit on the Walsall – Stourbridge line.  Please could journalists call it the Black Country Mainline Railway.  Merry Hill gets the tram which will wreck the high and landscaped canal embankment that has to be rebuilt to take the heavy trams.  It does get a tram stop, only but, on the high embankment.  Some kind of link will still have to be provided into the shopping centre.  SIMPLER TO: Reinstate the Black Country Railway and the driverless Shop-Rail Link but, this time, remember to connect it to the railway line!!  Merry Hill and the DY5 Enterprise Zone then gets a railway station on the railway "of national strategic significance".
With my suggestion, everything is upgraded from tram to proper railway with stations linked to buses.  AND, there are no changes between train to tram and back to train again to make progress across the Black Country between Worcester and Derby.  ALL OF THIS AT A FRACTION OF THE PRICE OF THE GROSSLY EXTRAVAGANT TRAM, especially if you start with diesel locos and, then, Alstom's hydrogen electric train!
West Midland Safari Park located on the Severn Valley Railway.  W Mids Railway working together with SVR is brilliant.  And, learning from SVR how to reopen railways.
Moseley, Kings Heath and Hazelwell on the Camp Hill line.  This was going to be another tram line until quite recently - 2015!!
But completing the 120 Kms Black Country Railway gets spoilt for ever by 6.7 Kms of tram lines and tram stops, a test track, an innovation centre, a trail of trees, Himalayan Balsam and a jungle of undergrowth!
"I am absolutely committed to restoring some of the routes that were lost under Dr Beeching.  You've got routes that are still there with freight trains running on them in what are busy city areas. It makes no sense at all to me not to restore passenger services.  It's blindingly obvious this Moseley line and the Walsall to Wolverhampton line I visited earlier are places linking important centres and important commuter routes and there should be trains running on them.  We are trying to deliver a revolution in commuter railways in Birmingham."  Chris Grayling quoted  by James RodgerAdvanced Content Writer BIRMINGHAM LIVE  13 APR 2018
What about delivering a revolution in commuter railways in the Black Country, too, Mr Grayling?  We get pedestrian trams at 22 mph average speed and stops at every 650 metres on a half used railway "of national strategic significance". (Network Rail and DfT on 8 March 2018 in a letter to me)
