One question about two mainline railways

There are two Black Country mainline railways that were in use and, successfully, too for about 100 years.  Should you use parts of them for, certainly heavy rail as is the case still to this day but, also to put light rail trams on them, too on other parts?

The first re-opened for trams, as far as Wolverhampton, in 1999.

With the second, I am always told by the experts, the trams must go on them as the catalyst to, eventually, get the commuter and regional trains back on the full 120 Kms between Worcester and Derby!
